Question about Episcopal Diocese boundaries.?

I currently live in county (and Diocese) A. But there is an Episcopal church in county (and Diocese) B that has caught my interest. Does it matter if a parishioner lives within the diocese's geographical boundaries? My mom told me that when i was first born, they wanted to baptize me at a particular Catholic Church, but since we didn't live within their "area" they would not baptize me.
