Can i get a rash on my elbow from Genital ?

I slept with a woman in mid January and i started getting symptoms about 5 weeks after. I never had an actual outbreak so far. I got tested for everything and everything was negative but my doctor told me a New Positive Marker came back as Positive for Genital . Its been like 14 weeks since the encounter and yet i dont have an outbreak. Negative for a regular genital bloodwork but with a positive new marker.. I dont get it. Please help. I will do blood work again next week
