Why isn't the Cowboys-Bucs game week 1 televised on Fox 26 Houston?

Don't tell me b/c of the Texans, they are playing on CBS and besides that FOX is promoting a doubleheader for week 1, but I looked up the programming guide and instead of a Noon football game the movie U.S. Seals is scheduled. What's up with this? Is there a good place to go in Houston to watch the Cowboys game?
