What should this person be charged with?

last thursday night i caught a burglar in my house, he smashed a window and was going through my stuff. i had a fight with him and he came off worse. the police have just charged him with criminal damage, not burglary. i feel this is because they cant be bothered, they are Cornwall Police(local youth, probably related to someone up the station) and i also feel the burglary was racially motivated, yet the police have totally ingnored that fact even though there are laws? for racially motivated crime. got any advice???
