So if I put my hair into a ponytail and cut the ponytail off at the base of my neck?

It all depends on were the pony tail is and if you have layered hair but more than likely its gonna turn out far shorter on the top and relatively long on the bottom, so i wouldn't advise it. By the way Happy Birthday! :)
