A question to the Mom's in hotter climates re: sun block/sunscreen?

Sorry to say, I think my advice is to keep your baby out of the noonday sun. You know that quote about mad dogs and Englishmen being the only ones who go out in it?? I use a gentle mustela spf 50 which is non irritating, but you cannot use any product near the rim of the eyelid. Of course, light eyes burn really easily, too. Can you swim with baby at sunrise or sunset? It could very well be chlorine, not sunscreen, irritating eyes. If it is a normal lotion waterproof sunblock, it will be a barrier to water as soon as you put it on.
